My Baby Is Very Small Are The Carseat Straps Going To Hurt Him?

My son is only 5 pounds 10 ounces. The nurse said that the straps should be tight enough that you can only put 2 fingers in between the strap and the baby. It seems like this is too tight and my newborn seems so fragile. Is it safe to have the straps this tight on such a small baby?
