Should Fundal Measurements Be Different If You Are Pregnant With Twins?

I am 22 weeks and when my doctor measured me it showed 25 weeks. He didn't seem concerned. I'm pregnant with twins. I know that when you're pregnant with one baby, fundal height usually correlates with how far along you are. Is it normal for numbers not to correlate when you are pregnant with twins?
