What To Do About A Babysitter Who Can't Control The Kids?

What should I do about a babysitter that won't enforce the rules? For instance, I gave instructions that she was to be in bed with the TV off by 9 pm, but the babysitter let her stay up until 10 pm stating that my daughter pleaded with her so she let her watch some more TV. Do I give her a warning about being firm or should I find another babysitter?
