My little one needs to change a diaper in a library. What to do to change my baby's diaper without offending too many people there. Should I ask for permission before changing my baby's diaper?

Libraries usually have baby changing areas in the bathroom, no need to asl anyone's permission. if it's gross, take the baby to your car and change the diaper across the seat.
