How Far Should I Go With Discipline?

My son is 13 years old and all about himself these days. I know this is to be expected at this age, but really, when is enough enough. I can't put him in any after school programs because he fights all the time and is very rude and disrespectful. How do I change this? Punishment doesn't seem to work. What should I do?
