Is Down Syndrome The Same As Mental Retardation?

My ultrasound has detected the presence of excessive fluid around the foetus’ neck and my doctor thinks I should have the amniocentesis. But because of the risk of miscarriage I’m not so sure I want to do it. Can someone share their own experiences? They might help me come to a decision.
