Is It Safe To Employ Some Semi-trained Individuals At My Childcare Centre Or Is It Too Much Of A Risk?

I am looking for some qualified staff to work at my day-care centre. However I need to come up with a good mix of highly trained and semi-trained individuals. I am only doing this because we are only starting out and am trying to cut costs.
