Do Daycare Centres Concentrate Encourage Children To Eat?

My son goes to a daycare centre close to where I live. As part of policy I provide a lunch box full of supplies for the day. I know that he is a fussy eater but most days he comes back and his lunchbox looks like he hasn't touched it. The carers tell me he didn't want to eat and they can not force him. I am very concerned. Is that a normal policy with all centres?
