The Foreskin On My Son's Penis Is Tight.

I didn't have my son's penis circumcised. He is now 2 weeks old and I'm having a hard time cleaning under the foreskin because it is very tight and hard to push back. Is it normal for the foreskin to be so tight and is it too late to have him circumcised?
