My Son Panics When I Pull Clothes Over His Head.

Whenever I change my son's clothes he panics when I pull shirts over his head. I've tried to roll them up as thinly as possible, but it doesn't seem to help him any. There have been a couple times where the neck of the shirt was a little tighter and I had to give it an extra little tug to get it over his head. He absolutely loses it when this happens and then it takes a while to get him to calm back down. How do I change my son's shirts without traumatizing him and will he always be this way?
