My Son Doesn't Fit The Same Size On Top And Bottom.

I'm having a dreadful time finding outfits that fit my son. He wears a 12 month top, but a 9 month bottom. It is especially hard to find nice outfits for special occasions and church. Is it normal to for a baby to wear different sizes on top and bottom?
